monitor HSE MS directives / concepts. The service
includes perpetual monitoring of the existing HSE
MS or subsequent HSE Plans (as applicable to the
project ) and providing input as to any inconsistencies
/ short comings within the system. |

relative to the Client's Plant Owner. |

Documents / programs to ensure a smooth interface
between the Client's generic HSE MS and the Plant

Implement and monitor existing
site specific HSE Case directives / concepts. This
includes ensuring that all personnel coming to project
are made aware of such concepts as Critical Task
Catalogues and Major Hazard Event Identification.
The service includes perpetual monitoring of the
existing HSE Case or subsequent Quality Plans and
providing input where appropriate. |

Implement and monitor Emergency
Response / Contingency Plans. This includes preparation,
implementation and post analysis reporting of Emergency
drills such as but not limited to: Abandon, Fire,
H2S Release, Medi-vac, Blackout or other site /
activity specific drills deemed necessary by Client
/ Plant Owner Supervisors. |

Implement and monitor Permit
to Work systems. Train Client personnel in the administration
and application of the PTW system. |

Implement and monitor Job
Safety Analysis program. Train personnel in the
administration and application of JSA program. |

Implement and monitor Incident
Reporting program (Hazards, Near Misses & Unsafe
Acts) and ensure that it is laterally implemented
within the project scope of works. Where such a
system is a commonly used program such as the Dupont
STOP, the service shall include training of Client
personnel in the administration and application
of that program. |

Implement and monitor Accident
Reporting system. This includes preparing reports
for Prompt Accident Reporting, Accident Reporting
and Accident Analysis Reporting. |

Implement and monitor an
existing in-house training program. This includes
the upkeep of an HSE training matrix and identification
of HSE training needs. |

Ensure that all personnel
coming on location have been given a safety briefing
relevant to the project safety and emergency response
actions. This includes record keeping of said briefings. |

Train, monitor and report
on the performance of specific specialist safety
teams such as Fire and Rescue teams. Ensure that
those teams are prepared to act accordingly in the
event of emergency. |

Implement and promote an
existing Safety Meeting program. This includes preparing
weekly Safety meetings and ensuring that the results
of those meetings are recorded and witnessed by
Client Supervisors. |

Prepare and carry out (or
assist the Line Manager) toolbox talks as and when
required for changes in major activities. |
 |
 |
Attend daily project management
meetings and report on the HSE issues within the
last 24 hours and HSE issues that may impact operations
in the next 24 hours. |

Ensure that the standards
/ local statutory regulations (OSHA, CFR, MMS, API,
NIOSH etc) are consistently applied (if appropriate)
where HSE issues have an impact on activities. |
